The 2008-2012 UNDAF guides the overall development support provided by 15 UN organizations to 14 Pacific islands countries. The Mid-term review consulted with the participating UN organizations and national and regional stakeholders to determine strengths and successes, and promote the efficiency and effectiveness of support mechanisms and enhance the impact. EcoConsult Pacific contributed a Pacific Islands development specialist to the 2-member team. |

Eco-Consult Pacific provided technical assistance to develop and finalise a proposal for a Euro 9M project, which has been accepted by the EU. |

The project aims at providing support to promote the effective implementation of an export oriented growth strategy in PNG, which is constrained by a.o. the absence of a comprehensive trade policy framework, poor coordination among actors in trade policy formulation and implementation, weak arrangements for trade facilitation and export promotion, and issues related to the general business environment. Eco-Consult Pacific partnered with Equinoccio and GFA to provide a long term trade specialist as well as short term assistance to ensure successful implementation of the project. |

Development of the project proposal ‘Promoting Disabled Person’s Equal Participation in Society’ (PDPEPS).
Fiji National Council for Disabled Peoples
Preparation of the project proposal that seeks to build awareness and provide training to public as well as private sector service providers in disabled peoples’ needs. The 3-year project also intends to amalgamate several laws concerning disabled peoples into a single act. The Euro 180,000 project was selected for funding by the EU under its European Instrument for Democracy and Human Rights Country Based Support Scheme for Fiji. Eco-Consult Pacific continues to provide advisory support on a voluntary basis to the project management team. |

Corporate and Strategic Plan Development
Secretariat of the Melanesian Spearhead Group, Vanuatu
The Melanesian Spearhead Group (MSG) represents the interests of its 5 member states, which comprise the largest economies and populations in the Pacific islands. The establishment and funding of a Secretariat by member countries confirms the movement to develop closer economic, trade, socio-economic and cultural relations between them, and help strengthen their positions in negotiations with other countries. Eco-Consult Pacific oversaw the development of a 2009-2013 corporate and a strategic plan for the MSG, including the provision of corporate and strategic planning specialists and trainers. |

Development of a Pacific Island Countries Trade Agreement (PICTA) Temporary Movement of Natural Persons (TMNP) Scheme

PICTA promotes regional integration as a stepping stone to facilitate wider integration of Pacific island countries with the global economy. As a logical expansion of the Agreement the inclusion of trade in services and TMNP will enable Forum Island Countries to source labour from a bigger pool of people in the region and, as much as possible, to meet the skills shortages from within the region. The scheme is expected to stimulate skills development as well as retain skills within the region. Eco-Consult Pacific provided 6 specialists in the areas of trade, Immigration, Labour movement and migration and Legal) to develop a framework for TMNP and consult with governments and stakeholders in Forum island countries on the proposed scheme. |

Micronesia Management and Marketing of Giant Clams

MMME is a company that has exported Giant Clams to aquarium markets in the USA, Canada and Europe since 2005. To expand the export volume and improve production and marketing efficiency, the company requested assistance from the ACP Centre for the Development of Enterprise (Brussels) to help improve its facilities and build staff capacity. Eco-Consult Pacific provided a tropical marine fisheries specialist to implement an infrastructure and staff needs assessment, and develop recommendations for improved production facilities and staff training. The specialist also prepared a Giant Clam training manual for staff, and implemented several training courses. A follow up training is scheduled for early 2011. |

Results-Oriented Monitoring
Eptisa SA and Ecorys (Belgium)
Annual independent monitoring has been instituted by the EU (Brussels) to obtain updates on the performance of projects financed from EU development assistance. Eco-Consult, as the Pacific partner for the consortium leader has participated in the monitoring of these projects – in particular rural development-focused - to assess their relevance and design, efficiency and effectiveness, and sustainability. Some 15 missions have been completed. Eptisa and Ecorys have successfully renewed their contracts with the EU, and further missions, including to Africa, are anticipated to 2014. |

Feasibility of Mud Crab Farming Industry Development

In response to private sector interest in commercial mud crab farming for local and export markets, Eco-Consult Pacific implemented a detailed study to determine the feasibility of establishing an industry. The study confirmed the potential of the industry, and a business development plan was subsequently developed in collaboration with the accountant firm Ernst & Young under a subcontracting arrangement. Five specialists (Mud Crab Aquaculture; Business Development; Seafood Marketing; Post Harvest & Processing; and Socio-econ. & Farmer Mobilisation) were provided, as well as overall project management services. |

An important focal area of the Asian Development Bank in the Pacific islands region is the development of national human resources capacity. As part of a broader research project on capacity development in the region the ADB case studies were prepared in several Pacific Island countries to identify and highlight good practice and the reason for their success, and provide guidance to future ADB assistance for capacity development in the region. Eco-Consult Pacific identified and contracted three national specialists who implemented the study’s component in their countries. |

Eco-Consult Pacific contributed an international specialist to a team reviewing the Programme Management Unit overseeing EU development assistance to the Solomon Islands. Labour Markets, Economic Development and Regional Economic Integration: A Benchmark Study and Way forward

A detailed assessment of the workings and efficiency of the Pacific labour market, with a focus on policies and regulations, labour supply issues for both the formal and informal sectors, and gender issues. The study provided a set of Pacific Labour Market Policy Principles along international best standards to guide policymaking at the national level, and recommendations for improvements in regards to productivity, effectiveness, pragmatism, transparency, independence, and strategy, which were reflected in an integrated roadmap for moving towards better national labour market outcomes through action at the regional level. |

In line with international initiatives arising from the concern to develop protocols for regulation of genetically modified organisms, Fiji is developing a National Biosafety Framework that encompasses legislation and awareness. Eco-Consult Pacific assisted the Department of Environment with the design and preparation of the framework, help draft legislation and develop a public awareness campaign by providing specialist services in areas including biotechnology, media (production of an awareness DVD and leafles), and legal aspects, as well as overall management of the project. |

Aid Effectiveness to the Pacific Region: a Focus on Skills Transfer, Capacity Building and Technical Assistance

The consultancy involved an assessment of national and regional capacity building as integral part of development assistance projects, and described the term ‘capacity building’ from both a donor and recipient country perspective, and outlined what constitutes “effective aid/ODA” from the perspective of development partner and recipient country;. The study determined the volume of technical assistance in aid programmes to the Pacific, and the methodologies adopted by both development partners and recipients in the use of technical assistants to transfer skills. The study further assessed the impact on skills transfer of technical assistants and the ability of FICs to effectively harness skills under capacity building projects, and documented lessons learned and best practices. Suggestions for FICs and development partners to help ensure that skills transfer is attained through technical assistance and capacity building programmes. |

Cost Benefit Analysis of Vanuatu’s Offshore Sector

Slaughterhouse design and pork processing opportunities

Kosrae State intends to develop its piggery slaughter facility to improve hygienic practices and provide opportunities for local processing into a range of products. Eco-Consult Pacific provided a consultant to identify the most cost-efficient method to operate a slaughter house with a processing capacity of 5,000 – 10,000 heads per annum, and that will take into account the operation of such an enterprise in a small island setting. |

Commercialization of Agriculture

The rapidly increasing tourism industry provides an excellent opportunity for agricultural development in the Maldives, to supply a range of locally produced food and vegetables to hotels and resorts. The Maldives government sought assistance from the ADB to help identify the opportunities for commercial development of the agriculture sector. The assistance included an overview of the sector, determining the domestic market and help develop an approach for larger scale commercial production of selected crops. Eco-Consult Pacific provided the services of an agronomist to assist with this project. |

This project aims to strengthen plant protection capacity in Pacific ACP countries to minimise crop losses due to pests and thereby to increase production and quality of commodities for export and home consumption. It also works towards improving the effectiveness of national quarantine services to reduce the likelihood of introducing new pests and to facilitate trade. A team of three specialists implemented a Mid Term Review to determine the efficiency, effectiveness, impact, and sustainability of outcomes, and made recommendations on the direction and activities for the remaining life of the project. |

Integrated Pest Management of the ‘Gypsy Moth’, Euproctis fraterna
Ministry of Fisheries, Agriculture and Marine Resources, Male.
Caterpillars and adult moths of Euproctis fraterna regularly reach outbreak levels on the Maldives, when they can cause complete defoliation of native trees on some islands. In addition, the hairs shed by the caterpillars and moth can cause severe skin irritations. During outbreaks large clusters of the caterpillars migrate into dwellings and force the inhabitants to leave to avoid health implications. Eco-Consult Pacific provided a specialist on Integrated Pest Management to assist with the development of a control programme, which combined biological, chemical and mechanical control options. |

CTA commissioned this study to obtain a more informed picture of the region’s needs and aid in the elaboration of a strategy and framework of action, so that it can improve and better target interventions and activities aimed at potential partners and beneficiaries. The study also highlights where there are specific needs for CTA’s products and services thereby enabling improvement in the delivery of the same. The study will also develop baseline data to facilitate subsequent monitoring activities. Eco-Consult Pacific provided a specialist to assist with the design of the assessment, and act as Team Leader for national consultants in Pacific island countries development. |

Linking Farmers to Crop Protection Networks

In a collaborative project involving four non-government organizations, farmers in Solomon Islands are assisted with accessing plant protection information by e-mail as a pilot scheme for remote Pacific island nations. Participatory activities with farmers allow an accurate assessment of the pest problems they encounter, which are posted for consultation on PestNet an email list service for plant protection specialists worldwide. Workshops and field activities, including ongoing monitoring by the farmers themselves, ensure the development of appropriate technologies for sustainable pest control, and the transfer of knowledge. Eco-Consult Pacific provided plant protection expertise. |

Evaluation of the Pacific Environment Information Network (PEIN)

There remains a general lack of knowledge about environmental issues among Pacific island people. However, community knowledge and awareness of appropriate environmental protection and conservation practices are regarded as crucial for the success of national policies for sustainable development. SPREP, with funding support from the EU, has established PEIN as a people’s information network, designed to provide environmental information in appropriate forms and languages to all sectors of the community. An evaluation conducted by two specialists reviewed the relevant activities and results achieved during the life of the programme, and developed recommendations to enhance its impact and sustainability in the region. |

Assessment of Commercial Viability of Marine Ornamental Aquaculture in the Pacific Islands

The team developed an overview of marine aquaculture initiatives in each Pacific island nation as well as for the Pacific region, and determined the feasibility of further development, including an economic analysis, of the industry. |

Integrated Pest Management of the Coconut Leaf Beetle, Brontispa longissima
FAO, Bangkok, Thailand, and Apia, Samoa.
The Brontispa beetle recently spread to Viet Nam, Maldives and Nauru. In Viet Nam, the beetle has affected more than 7 million coconut palms which are important for subsistence farmers, whereas in the Maldives many islands are at risk of invasion by the beetle. Technical Cooperation Projects (TCPs) of over 0.75M USD, aim to establish biological control of the beetle, by introducing natural enemies from Samoa. Activities include surveys in Samoa, rearing of natural enemies in a sub-quarantine environment prior to release, and monitoring their efficiency in the field. In the Maldives, activities include quarantine measures and a public awareness campaign to prevent further spread of Brontispa. In October 2003 Hainan Provincial authorities, China, which is conducting a multi-million dollar campaign to control the pest and save the tourist and coconut industries, were assisted with preparing a proposal for FAO. |

Feasibility Study on Possible Future Power Supply Options for Apolima Tai

A study to determine the most appropriate options for 24-hours power supply on Apolima Tai island included a problem analysis, and an assessment of the current and future power demand. Recommendations provided for the most appropriate power supply from both a sustainable and economic perspective, and included an outline for a training and technical assistance program. The outcomes included a budget for the proposed power supply system. |

Feasibility Studies (2) on the Development of Hydroponic Farming

Two short term consultancies to determine the feasibility of hydroponic farming of vegetables in the small Pacific island nations of Nauru (2002) and the Cook Islands (2003). In Nauru, commercial hydroponic farming was deemed unfeasible due to an inadequate water supply infrastructure and land tenure constraints. In the Cook Islands, hydroponic farming was determined to be feasible, and designs for farm lay-out, as well as cost estimates and potential equipment suppliers were provided. |

Pest survey of agricultural export commodities

A comprehensive survey on pests (arthropods, fungi, nematodes, bacteria and viruses) in 21 major agricultural export commodities was implemented for the Fiji Ministry of Agriculture, Sugar and Land Resettlement in 4 phases over a 2-year period. Eco-Consult Pacific as a partner in this project provides expertise in insect pests, as well as overall management of the team in Fiji. The project outcomes include updated pest lists for the crops surveyed, which are a critical factor in opening new export markets for Fiji produce. An extension and information component provides for the production of pest information materials for farmers, exporters and extension agents. |

Banana Industry Development

As part of the development of a banana industry, the State of Kosrae contracted a specialist from Eco-Consult Pacific to review existing banana farming practices in the state, and design (1,000 – 5,000 plants) banana plantations that will allow increasing production to semi-commercial levels. The consultant identified at least 4 sites where such production is feasible, and conducted a workshop on farm management techniques, personnel requirements, cultivation practices, as well as harvesting, handling, packaging and storage techniques to improve quality standards for local and export demand. |

CROPPRO – Development of Integrated Farming Approaches for Sustainable Crop Production in environmentally-constrained systems in the Pacific region

CROPPRO is a collaborative sub-regional research programme that is focused on the development and promotion of sustainable farming systems that aim to maintain soil fertility and reduce soil erosion. Eco-Consult Pacific, as one of 8 partner organisations in the consortium, is responsible for the facilitating the transfer of research results to Extension Services, communities and relevant stakeholders. A team of two specialists - an agronomist and a processing/ marketing expert visited Tarawa to conduct a feasibility study, and submitted a report with recommendations for the development of a sustainable processing industry there. |

The study examined the possibility of adopting established large-scale chicken processing options up to production levels of 500,000 birds per annum. The feasibility of the proposed structure relied in the re-commissioning of a feed mill, and a proposal was developed to incorporate it in the industry. The feed mill was also seen as a possible catalyst for the emergence of other industries such as prawn farming and intensive pig farming. The option chosen to produce chickens will be based on sustainability and the effect on environmental factors such as the water lens and waste disposal. |

Feasibility Study and Design of a Management Framework for Sustainable Mangrove Crab Farming

In response to reports on declining numbers of mangrove crabs, the State of Kosrae has imposed a ban on crab exports, and has declared a season for crab trapping. A consultant assessed the potential of establishing a mangrove crab breeding facility to provide smallholder farmers with stock for fattening, sale and export. The specialist determined the feasibility of such undertaking, and developed plans for a breeding and rearing facility to provide stock to small scale farmers, as well as for release young juveniles in the mangrove habitats to replenish wild stocks. A Management Framework for sustainable crab farming was prepared in a follow up visit in April 2002. |

The weeds Wedelia trilobata and Mimosa invisa are serious invasive weeds that affect agricultural development and the environment in many Pacific Island Countries. Eco-Consult Pacific provided technical assistance to the Niue Department of Agriculture, Forestry and Fisheries to develop and implement an eradication campaign. A major component of this programme is a public awareness campaign on the media and with printed information materials, the application of herbicides in weed infested areas, and a monitoring programme to follow up on weed reinfestation in areas that have been treated. The feasibility of eradicating other weeds such as Antigonon leptopus and Scindapsus aureus was also determined; a project to eradicate the former is now underway. |

Evaluation of the South Pacific Community EcoForestry Project
European Union, Just World Partners, Foundation of the Peoples of the South Pacific International, and national affiliated NGOs.
Eco-Consult Pacific provided specialist expertise in community development and social anthropology to conduct a final evaluation of this 4-year project funded by the EU under its Tropical Forests Budgetline. The objective of this pilot project was to demonstrate the conservation and sustainable management of forest and tree resources by local people through country-specific models in 5 countries. In Vanuatu, Solomon Islands and Fiji the project focused on the organisation and management of sustainable eco-timber production by traditional resource owners, whereas in Kiribati and Tonga the project addressed problems caused by the increasing intensity of farming due to population increase and export cropping, by raising awareness and encouraging the management and planting of trees. |

Coconut Sector Development Study

This project reviewed the constraints that affect the development of the coconut industry in the Marshall Islands, which is currently regulated by government. Eco-Consult Pacific provided a specialist to study the impact of deregulation on the Fiji coconut industry in 1996, which resulted in a price war between local processors and exporters, to the benefit of the copra producers. The expertise included alternative coconut processing technologies such as Direct Micro Expelling (DME) of coconut oil, a low technology, low cost process yielding a high, aromatic coconut oil delivering a 2-3 times higher price. |

Biodiversity Strategy and Action Plan for the Fiji Department of Environment

Eco-Consult Pacific provided specialist expertise for the assessment of the current status of terrestrial botanical biodiversity in Fiji, including the identification of sites of interest to biodiversity, threatened native vascular plants, and potential impact of invasive weeds on native ecosystems. Electronic Forum for Discussion and Exchange of Information on Plant Protection and Quarantine Issues in the Pacific (pestnet-subscribe@yahoogroups.com )
PestNet is the worlds largest forum on Pacific Island plant protection and quarantine issues, as it uses the collective knowledge of more advanced countries to assist anyone or any entity in the Pacific Island nations to reduce the impact of pests on agricultural production and exports. Since its launch, 1100 people have joined and more than 7700 messages have been posted. From the feed back obtained, the service has been well received by the Pacific Island countries: 16 Pacific Island countries are members and more are expected to join as e-mail services become available and telecommunications costs reduce in the region. The success of PestNet has prompted the establishment of a not-for-profit organisation of the same name which was registered in Fiji in June 2000. The service is managed by four volunteer moderators. PestNet is now in the process of assessing the potential for rapid identification of pests - a problem that has existed in the region for a number of years which will provide significant benefits to Pacific Island Countries. |
